Leisel Bogan

Office of Senator Mark Warner (D-VA)

Leisel Bogan is a technology and policy professional with experience navigating complex operating environments including China, MENA, Europe, Eurasia, and Japan. Previously she served as former Secretary of State Condoleezza Rice’s Chief of Staff and Director of Research and collaborated on two of Secretary Rice’s bestsellers. At the geopolitical consulting firm, RiceHadleyGates, she looked after clients navigating political and economic challenges in emerging markets. She has also worked on new media technologies and intellectual property rights at Warner Bros. Entertainment, was an early member of a communications and special projects division at Palantir Technologies, and a Research Fellow at Stanford University’s Hoover Institution where she focused on cybersecurity, international institutions, and democracy. Most recently has worked on global strategy, cybersecurity transformation and risk at the professional services firm, PwC.

Leisel has also led several volunteer or non-profit education programs for vulnerable and disabled children and youth. She holds a graduate degree in economics and international relations from Pepperdine University’s School of Public Policy, and has guest lectured at the school’s study abroad program. She was a Term Member at the Council on Foreign Relations and a 2016 Gabr Fellow.

Leisel served with Sen. Mark Warner, supporting on cybersecurity, technology, and national security issues, and directed TechCongress’ Congressional Digital Service (CDS) Fellowship.
