Jacob PArker

Jake Parker is a Mandarin speaking policy analyst focused on the nexus of US-China technology competition. Jake spent a decade in China analyzing Chinese government data localization, cross-border data flow, and critical information infrastructure policies with the US-China Business Council.

Before assuming the Tech Congress fellowship, Jake served as senior vice president at the US-China Business Council (USCBC) where he managed USCBC’s China operations as well as the analysis and advocacy work in both countries. Before relocating to Washington DC in 2019, he held progressively responsible roles in the Council’s Beijing and Shanghai offices.

Jake has worked on a variety of international public and private projects throughout his career. Before joining USCBC, he worked as a program manager at Philips Healthcare where he oversaw implementation of ExIm Bank, Nordic Investment Bank, and Ashra Bank international government loan projects for developing medical infrastructure in China. Prior to that, as the director of operations of the USA Pavilion Shanghai Expo 2010, Jacob was responsible for the set-up, maintenance, and general operation of the pavilion, and for sharing American culture and values with the more than 7 million visitors during the six months of operation.

Jake is serving with Sen. Bill Cassidy (R-LA) and working on cybersecurity, data privacy, and federal IT modernization issues.
